এই মামলাটি প্রায় তিন বছর ধরে বিভিন্ন স্তরে তদন্ত ও শুনানির মধ্য দিয়ে অগ্রসর হয়েছে। অভিযোগের ভিত্তিতে নথিপত্র, পঞ্চায়েত রেজোলিউশন, মাস্টার রোল, কাজের আদেশ এবং RTI-এর মাধ্যমে সংগৃহীত তথ্য মাননীয় লোকায়ুক্ত ত্রিপুরা এর সামনে উপস্থাপন করা হয়। শুনানির সময় স্পষ্টভাবে উঠে আসে যে প্রকল্প বাস্তবায়নে গুরুতর প্রশাসনিক অনিয়ম, তথ্য গোপন এবং সরকারি অর্থ ব্যবহারে অসঙ্গতি ছিল। বিবাদীপক্ষ একাধিকবার “বোনাফাইড মিসটেক” বা অনিচ্ছাকৃত ভুলের দাবি করলেও নথিভুক্ত প্রমাণ সেই দাবিকে সমর্থন করেনি। দীর্ঘ শুনানির পর মামলার প্রকৃত ঘটনা ও দায়বদ্ধতা বিচারিকভাবে প্রতিষ্ঠিত হয়।

Regarding: Final Victory in the Long Legal Battle Against Corruption in the MGNREGA Project at Sripur Gram Panchayat under Jubarajnagar RD Block!
1. Brief History of the Case:Serious allegations of irregularities and corruption surfaced in the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) project under Sripur Gram Panchayat of Jubarajnagar RD Block. According to the complaint, instead of providing employment opportunities to the genuine workers of Sripur village, job cards belonging to 55 individuals from the neighbouring Paschim Dewanpasha village were used to show employment for 92 workers, and approximately ₹2,42,608 was withdrawn in their names. Meanwhile, many genuine job card holders of Sripur Gram Panchayat were deprived of their rightful employment.
To verify the authenticity of the incident, several official documents were collected through the Right to Information Act, 2005 and explanations were sought from the concerned Panchayat authorities. Upon analysing the documents, it was found that the explanations provided by the Panchayat authorities were contradictory and misleading. Clear discrepancies were also observed among the Panchayat resolution, the work order, and the actual description of work executed, indicating possible misuse of government funds, fraud, and violation of the law.
In this context, complaints were initially submitted to the then Block Development Officer of Jubarajnagar RD Block, the District Magistrate of North Tripura, and the Panchayat Department. However, due to the absence of appropriate action, a formal complaint was ultimately filed before the Tripura Lokayukta on 22 September 2022, initiating the legal proceedings.

Based on the complaint, several documents, including Panchayat resolutions, muster rolls, work orders, and information collected through RTI were presented before the Hon’ble Lokayukta of Tripura. During the hearings, it clearly emerged that there were serious administrative irregularities in the implementation of the project, concealment of information, and inconsistencies in the utilization of public funds.
Although the respondents repeatedly claimed that the issue was merely a “Bonafide Mistake” or an unintentional error, the documented evidence did not support such claims. After prolonged hearings, the true facts of the case and the responsibilities involved were judicially established.

During the preliminary stage of investigation, Respondents No. 1 and 2, Shri Anupam Das and Shri Abhijit Das, both serving as Block Development Officers of Jubarajnagar RD Block at the relevant time were discharged from further investigation and hearings. Subsequently, the proceedings continued against the remaining five respondents.
