আমি শ্রী গোপিকা কান্ত দত্ত, শ্রীপুর গ্রাম পঞ্চায়েতের স্থায়ী বাসিন্দা। ২৯শে মে, ২০২৬ তারিখে শ্রীপুর গ্রাম পঞ্চায়েতের উদ্যোগে শ্রীপুর গ্রামের বাসিন্দাদের মধ্যে পানীয় জলের ফিল্টার (PURE ‘N’ SLEEK 20) বিতরণ করা হয়।
প্রাপ্ত তথ্য অনুযায়ী, নভেম্বর ২০২৫ থেকে ২৯শে মে, ২০২৬ পর্যন্ত সময়কালে উত্তর ত্রিপুরা জেলার যুবরাজনগর আরডি ব্লকের অধীনস্থ ১৫টি গ্রাম পঞ্চায়েতে/ভিলেজ কমিটিতে অর্থ কমিশনের অনুদান থেকে ₹৫৭,৭৯,০৭০ (সাতান্ন লক্ষ ঊনআশি হাজার সত্তর) টাকা ব্যয় করে বিভিন্ন ধরনের পানীয় জলের ফিল্টার (প্লাস্টিক ও মাটির) গ্রামবাসীদের মধ্যে বিতরণ করা হয়েছে।
বর্তমানে উপলব্ধ তথ্যের ভিত্তিতে এই বিষয়ে গুরুতর প্রশ্নের উদ্ভব হয়েছে যে, উক্ত ক্রয় ও বিতরণ প্রক্রিয়া অর্থ কমিশনের অনুদান ব্যবহারের ক্ষেত্রে প্রযোজ্য আইন, বিধি, নির্দেশিকা ও আর্থিক নিয়মাবলী অনুসরণ করে সম্পন্ন করা হয়েছে কি না? বিশেষত, Delegation of Financial Powers Rules, Tripura, 2019 (DFPRT-2019), অর্থ দপ্তর কর্তৃক জারিকৃত ক্রয় সংক্রান্ত নির্দেশিকা, রাজ্য সরকারের দ্বারা গৃহীত General Financial Rules (GFR)-এর প্রাসঙ্গিক বিধান এবং ত্রিপুরার পঞ্চায়েত প্রতিষ্ঠানসমূহের ক্ষেত্রে প্রযোজ্য অন্যান্য বিধি, আদেশ ও নির্দেশিকা যথাযথভাবে অনুসরণ করা হয়েছে কি না, তা যাচাই করা প্রয়োজন।
প্রাপ্ত তথ্যের প্রাথমিক পর্যালোচনায় ক্রয় প্রক্রিয়া এবং সরকারি তহবিল ব্যবহারের ক্ষেত্রে সম্ভাব্য প্রক্রিয়াগত অনিয়মের ইঙ্গিত পাওয়া যায়। যদি উপযুক্ত তদন্তের মাধ্যমে এসব অনিয়ম প্রতিষ্ঠিত হয়, তবে তা প্রযোজ্য আর্থিক ও প্রশাসনিক বিধি লঙ্ঘনের শামিল হতে পারে এবং আর্থিক অব্যবস্থাপনা, প্রশাসনিক গাফিলতি বা অন্যান্য দায়বদ্ধতাজনিত অসদাচরণের ইঙ্গিত বহন করতে পারে।
উপরোক্ত বিষয়সমূহ বিবেচনায় নিয়ে এবং জনস্বার্থে স্বচ্ছতা, জবাবদিহিতা ও সরকারি অর্থের যথাযথ ব্যবহার নিশ্চিত করার লক্ষ্যে, আমি একজন সচেতন নাগরিক হিসেবে সংশ্লিষ্ট কর্তৃপক্ষের নিকট বিনীতভাবে দাবি জানাচ্ছি যে, উক্ত পানীয় জলের ফিল্টার ক্রয় ও বিতরণ সংক্রান্ত সমগ্র বিষয়টির উপর একটি স্বাধীন, নিরপেক্ষ ও পূর্ণাঙ্গ তদন্ত পরিচালনা করা হোক।
তদন্তের মাধ্যমে ক্রয় প্রক্রিয়া, আর্থিক বিধি অনুসরণ, নিরীক্ষা সংক্রান্ত শর্তাবলী এবং পঞ্চায়েত ও সরকারি ব্যয় সংক্রান্ত প্রযোজ্য সকল আইন, বিধি ও নির্দেশিকার প্রতিপালন হয়েছে কি না তা যাচাই করা হোক। পাশাপাশি তদন্তের ফলাফল জনসমক্ষে প্রকাশ করা এবং আইন, আর্থিক বিধি বা প্রশাসনিক দায়িত্ব লঙ্ঘনের সঙ্গে জড়িত কোনো ব্যক্তি বা কর্তৃপক্ষের বিরুদ্ধে প্রয়োজনীয় আইনানুগ ব্যবস্থা গ্রহণ করা হোক।
PR Statement: Seeking Inquiry into the Procurement and Distribution of Water Filters under Jubarajnagar RD Block!
I, Shri Gopika Kanta Dutta, am a permanent resident of Sripur Gram Panchayat. On 29 May 2026, drinking water filters (PURE ‘N’ SLEEK 20) were distributed among residents of Sripur Village under the auspices of the Gram Panchayat.
Information obtained indicates that during the period from November 2025 to 29 May 2026, drinking water filters (including plastic and earthen/clay models) were distributed among beneficiaries across 15 Gram Panchayats/Village Committee under the Jubarajnagar RD Block, North Tripura District, utilizing an amount of ₹57,79,070 from Finance Commission grants.
Based on the information presently available, concerns have arisen regarding whether the procurement and distribution process was carried out in conformity with the applicable statutory and administrative provisions governing the utilization of Finance Commission grants. In particular, questions have been raised regarding compliance with the relevant provisions of the Delegation of Financial Powers Rules, Tripura, 2019 (DFPRT 2019), procurement instructions and guidelines issued by the Finance Department, the applicable provisions of the General Financial Rules (GFR) adopted by the State Government, and other rules, orders, and guidelines governing Panchayati Raj Institutions in Tripura.
A preliminary examination of the available information appears to suggest possible procedural irregularities in the procurement process and utilization of public funds. If established through a competent inquiry, such irregularities may constitute violations of applicable financial and administrative norms and could indicate financial mismanagement, administrative lapses, or other actionable misconduct.
In view of the above, and in the interest of transparency, accountability, and the proper utilization of public funds, I, as a concerned citizen, respectfully request the competent authorities to conduct an independent, fair, and thorough inquiry into the procurement and distribution of the said water filters. The inquiry may examine compliance with the relevant procurement procedures, financial rules, audit requirements, and all other applicable legal and regulatory provisions governing Panchayats and public expenditure in the State of Tripura.
The findings of such an inquiry should be made public, and appropriate action may be taken against any individual or authority found responsible for violations of law, financial irregularities, or administrative misconduct.
